Update WKD key with notations (Ariadne proofs)

Add Keyoxide-compatible Ariadne proofs to the WKD GPG key, using
Ariadne proofs.
This makes the key much bigger, so apply lossless static HTTP
compression. Static compression on idempotent assets isn't a security
concern.
